Rationale for what you are proposing – in other words your views as to the appropriateness of this initiative in addressing poverty or social exclusion. Usually this would include comparisons with other initiatives (past or elsewhere) which have sought to reduce poverty or social exclusion for similar groups or populations and indications as to any modifications which would need to be made in your particular context.

Problem

This project aims to provide with a proposal for a program initiative to reduce social exclusion in the indigenous population of Australia. The Aboriginal and Torres Strait Islander are one of the oldest tribal populations of the world.  They have been a part of Australia's rich cultural heritage and make one of the most important population groups of the country. Unfortunately, in spite of the being a rich cultural community, the indigenous population of Australia has been one of the worst hit population groups in terms of poverty and social exclusion. They stand at higher risk of social, economic and political exploitation. The community has not only been dealing with problems of poverty and social exclusion, but also with mental health issues, substance abuse, diseases and suicide (Australian Bureau of Statistics, 2015).

This proposal aims to resolve the present challenges of Social Exclusion faced by the Aboriginals and Torres Strait Islanders population of Australia .

Initiative

This initiative is proposed to help the Aboriginals and Torres Strait Islanders of Australia to cope with Social Exclusion and make them a socially included group with the help of 'Community Learning and Development' (Walker et al., 2014).

The South Australian Labor Party has acknowledged the fact that social exclusion is prevalent in the Australian society today, which has resulted in emerging inequalities, poverty, unemployment and lack of proper health for different population groups of Australia. According to South Australian Labor Part, social exclusion is characterized by a complicated and weak social fabric, which has resulted in the endemic challenges of lack of education, unemployment, skills, low housing, poverty, break- down of the family, violence, lack of self- esteem and poor health. These problems have led to social disintegration within individuals, families and social communities. Further, South Australian Labor Party is of the opinion that these issues are faced by a number of Australians today due to a combination of several underlying issues and the incapability of public sector to address and resolve them (Parodi, G. and Sciulli, D., 2012).

As mentioned earlier, the target group for this in initiative is the indigenous population of Australia, which comprises of the Aboriginal and Torres Strait Islander of the country. This population group is the original inhabitants of Australia. According to the Australian Bureau of Statistics (2011), Australia was inhabited by 548,370 Aboriginal and Torres Strait Islanders, which is estimated to be almost three percent of the total population of the country. The statistics further reveal that 33 per cent of indigenous lived in major cities of Australia, 20 per cent resided in inner regional areas and 22 percent in the outer areas. 10 per cent of the indigenous people lived in remote areas while 14 per cent lived in very remote areas of the country. It is the most widely dispersed population groups and majorly found in Northern Australia (Australian Bureau of Statistics, 2015).

The colonization of Europeans of latter 1700's led to a major change in indigenous population groups. They were deprived of land, home and their own culture. The indigenous people were poisoned, deliberately introduced with diseases and outstood by the Europeans in warfare who had guns, military forces and superior skills. This completely changed the nature and lifestyle of the aboriginals and their daily life was disrupted totally. This change brought across many social challenges in the aboriginal population, which have still not been addressed and resolved complete in the present time. Furthermore, the Aboriginals and Torres Strait islanders have been found with various risks that need focus in the implementation of the proposed program. These are socio economic risks revealing that the indigenous population has 1.7 to 2.5 times higher infant mortality rates that the non ingenious population. The babies of indigenous people have less weight at birth, which is 1.6 and 1.9 times that the rest of the population groups. Young indigenous children are also more like to face assault and charged by police. Further data show that 45.1 per cent of indigenous children studying English score poorly compared to the 16.3 per cent of non- indigenous children. The indigenous people also have lower wages and higher unemployment rate that non- indigenous people. It was also revealed that the indigenous people suffer with more instances of chronic diseases and admitted for it 3.2 per cent more than their non- indigenous counterparts (Walker et al., 2014).

This initiative is based on the Five Dimensions of Social Inclusion as described by 'Laidlaw Foundation' which includes ,

The most apt initiative that can adopt these strategies for social inclusion of Aboriginals and Torres Strait Islanders is the program of Community Learning and Development. Moreover, it aims to provide a holistic development that requires educational resources, employment resources and health resources to be funded and run by the federal and state governments. It would involve co- ordination by inter- departments, lower tiers of government, community groups and individuals (Parodi, G. and Sciulli, D., 2012).
